GOVERNING BOARD MEETING MINUTES
JANUARY 28, 2010
ZED MAIN OFFICE
7:00 PM
The Governing Board of the Zumbro Education District No. 61-6012 met in regular session on January 28, 2010 at the Zumbro Education District Office. The Chair, Len Oelkers, called the meeting to order. At the roll call the following members were present: Duane Bartel, Jan David Fisher, Ron Janning, Cheryl Root, Gail Hester. Stephanie Fossum was absent. Heidi Kass recorded the minutes.
There were no visitors at the meeting.
Motion by Bartel, seconded by Root to approve the agenda as revised. Voting for: Bartel, Fisher, Janning, Root, Hester, and Oelkers. Voting against: none.
Cheryl Root asked that staff report to the Board at the February meeting on the status of the policy manual and any updates that are needed.
Fisher nominated Cheryl Root to serve in the position of Chairperson. The nomination was seconded by Hester. Fisher made a motion that nominations cease and a unanimous ballot be cast for Cheryl Root as Chairperson. Hester seconded the motion. Motion passed unanimously.
Cheryl Root chaired the remainder of the meeting.
Stephanie Fossum arrived during the election of the Chair.
Bartel nominated Gail Hester for the position of Vice Chairperson. The nomination was seconded by Fisher. Hearing no other nominations, Len Oelkers made the motion to closed nominations and cast a unanimous vote for Gail Hester as Vice Chair. Fisher seconded the motion. Motion passed unanimously.
Fisher nominated Ron Janning for the position of Clerk/Treasurer. The nomination was seconded by Fossum. Fisher made a motion that nominations cease and a unanimous ballot be cast for Ron Janning as Clerk/Treasurer. Hester seconded the motion. Motion passed unanimously.
The officers for 2010 are Cheryl Root as Chairperson, Gail Hester as Vice Chairperson, and Ron Janning as Clerk/Treasurer.
Motion by Janning, seconded by Hester to approve the consent agenda. Voting for: Hester, Janning, Root, Fisher, Oelkers, Fossum, and Bartel. Voting against: none.

3.1 Approval of the December 2009 minutes
3.2 Approval of the December 2009 Electronic Fund Transfers
3.3 Approval of the January 2010 Claims and Bills: Checks numbered 38436-38443 and 38450-38563 for a total of $140,830.90; wire payments of taxes on December 31, 2009 and January 15, 2010 of $47,450.67.

3.5 Hire of Jennifer Marquardt, Early Childhood B-3 Teacher, at BA, step 1. Jennifer is a temporary hire to assist during Barb Collins’ leave.
3.6 Approval of contract for Police Liaison Officer services for two years, January 1, 2010 – December 31, 2011 for .20 FTE position at a total cost of $40,921.
3.7 Approval of lane changes for Sarah Chapman and Barbara Collins, both moving from BA to BA + 30.
Carol Anhalt presented the Director’s Report. A complete report is on file at the ZED office. The clean-up and reconstruction due to water damage at the South Campus building in December has been completed now. Forty-seven students currently attend the various programs offered in that building.
ZED has signed on as a pilot site for the ABCD III Initiative (Assuming Better Child Health and Development Consortium) that will support project activities to create efficient linkages between pediatric primary health care providers and other child and family service providers in the community. It is funded by a grant from the Commonwealth Fund that is led by the National Academy for State Health Policy. The Olmsted County/Rochester/ZED site is part of a statewide initiative.
The mid-year ZED staff in-service was held in January. All staff were trained in Microsoft Office 2007. ZED will be offering a “Save Your License Saturday” in-service on March 6, 2010. This in-service provides the four competencies that are required for renewing certified teacher’s licenses. ZED’s Reading Specialist also continues to work with the staff of the member districts to provide AIMSweb training and also training for school problem solving team members.
The annual ZED Traveling Art Show begins its tour on February 16, 2010 in Byron. The ZED Summer Academy for Gifted and Talented Students will be the week of June 21, 2010 at Byron High School. Information has been distributed to potential teachers.
Discussion was held regarding establishing a Salary and Benefits Committee to assist staff with decisions in 2010. Ron Janning and Duane Bartel volunteered to be on the committee.
Motion by Fisher, seconded by Fossum to approve the 2009-2010 budget revision as presented. Voting for: Hester, Fisher, Janning, Root, Bartel, Fossum, and Oelkers. Voting against: none
