GOVERNING BOARD MEETING MINUTES

OCTOBER 20, 2009

ZED MAIN OFFICE

The Governing Board of the Zumbro Education District No. 61-6012 met in regular session on October 20, 2009 at the Zumbro Education District Office.  The Chair, Len Oelkers, called the meeting to order.  At the roll call the following members were present:  Duane Bartel, Cheryl Root, Jan David Fisher, and Carol Anhalt, Executive Director.  Gail Hester, Stephanie Fossum, Loretta Ingvalson were absent.  Heidi Kass recorded the minutes.

 

Gary Woodward, the Region 10 Grants Facilitator was a visitor at the meeting.

 

Motion by Root, seconded by Fisher to approve the agenda as revised.  Voting for:  Bartel, Fisher, Root, and Oelkers.  Voting against: none.

 

There were no Board Member requests.

 

Motion by Fisher, seconded by Root to approve the consent agenda. Voting for:  Root, Fisher, Oelkers, and Bartel.  Voting against: none.

2.1Approval of the September 2009 minutes

 

2.2Approval of the September 2009 Electronic Fund Transfers

 

2.3   Approval of the October 2009 Claims and Bills:  Checks numbered 38001-38005, 38010-38016, and 38024-38133 for a total of $94,592.59; wire payments of taxes on September 30, 2009 and October 15, 2009 of $45,217.13.

 

2.4            Hire of Amy Flicek, ZED South Campus Secretary

 

2.5            Hire of Christie Turner, Paraprofessional for the EBD Program

 

2.6            Hire of Mark Kriske-Hill, Paraprofessional for the ASD Program

 

 

 

 

 

 

 

 

Gary Woodward, the Region 10 Low Incidence Facilitator, presented to the Board.  He explained that Region 10 grants are federal grants that are provided to fund consultants who provide professional development to special education staff working in low incidence disabilities like Deaf/Hard of Hearing, Autism, Traumatic Brain Injury, etc.  The grants also fund a facilitator position and a secretary position which are both part-time. Due to federal stimulus legislation, a new grant is available for 2009-2010 and 2010-2011 that is designated for professional development for early childhood special education staff.  The grant would total about $127,000 with a portion of that funding supporting a consultant that would be hired to do that training and a portion of the funding going to ZED to off-set the indirect costs of hosting the grant. 

 

Motion by Bartel, seconded by Fisher to approve Region 10 applying for the Regional Network of Professional Development and Technical Assistance Grant.  Voting for:  Bartel, Fisher, Root, and Oelkers.  Voting against: none.

 

 

Carol Anhalt presented the Director’s Report.  A complete report is on file at the ZED office.  ZED is currently serving 50 infants and toddlers in the home-based Early Childhood Special Education program.  Nine children are in the referral process.  Over 80 secondary students with special need from ZED districts and their teachers and paraprofessionals met at Oxbow Park for a day full of fun activities on October 8th.  This provided an opportunity to work on transition goals for recreation and leisure activities.

 

ZED is hosting an Open House on October 29, 2009 from 4-7 PM at the new ZED South Campus building.  The Open House will celebrate the 20th anniversary of the Zumbro Education District in conjunction with the opening of our new facility.  The ZED Choral Festival will be at Pine Island High School on October 30, 2009 at 7:00 p.m.

 

Motion by Fisher, seconded by Root to approve the 2009-2010 certified staff salary and benefits package as presented.  Voting for:  Root, Fisher, and Oelkers.  Voting against: Bartel

 

Motion by Fisher, seconded by Root to approve the 2009-2010 support staff salary and benefits package as presented.  Voting for:  Root, Fisher, and Oelkers.  Voting against: Bartel
