GOVERNING BOARD MEETING MINUTES
SEPTEMBER 17, 2009
ZED MAIN OFFICE
7:00 PM
The Governing Board of the Zumbro Education District No. 61-6012 met in regular session on September 17, 2009 at the Zumbro Education District Office. The Chair, Len Oelkers, called the meeting to order. At the roll call the following members were present: Duane Bartel, Cheryl Root, Loretta Ingvalson, and Carol Anhalt, Executive Director. Gail Hester, Stephanie Fossum, and Jan David Fisher were absent. Heidi Kass recorded the minutes.
There were no visitors at the meeting.
Motion by Root, seconded by Ingvalson to approve the agenda. Voting for: Bartel, Ingvalson, Root, and Oelkers. Voting against: none.
There were no Board Member requests.
Motion by Root, seconded by Ingvalson to approve the consent agenda. Voting for: Root, Ingvalson, Oelkers, and Bartel. Voting against: none.
The consent agenda is as follows:
2.1Approval of the August 2009 minutes
2.2 Approval of the August 2009 Electronic Fund Transfers
2.3 Approval of the September 2009 Claims and Bills: Checks numbered 37876-37896 and 37903-38000 for a total of $144,665.17; wire payments of taxes on August 31, 2009 and September 15, 2009 of $45,017.89.
2.4 Approval of the Futures/CHOICE/Connections Student Handbook for 2009-2010.
2.5 Approval of the Transition to Success (T2S) Student Handbook for 2009-2010.
2.6 Hire of Glenn Boyum, ZED South Campus Custodian
2.7 Approval to update the following policies as presented to the Board: #503, #506
2.8 Approval of food service contracts with the Byron School District.
2.9 Accept resignation of Rachel Pikel, South Campus Secretary, effective 9-10-09.
2.10 Approve hire of Jill Tester, Paraprofessional for the Futures/CHOICE Program.
Carol Anhalt presented the Director’s Report. A complete report is on file at the ZED office. Everything went very well for the first day of school at the ZED South Campus. The programs housed there are starting out the year with high student numbers. The new programs for elementary age students are starting the year with seven students and the secondary programs have twenty-nine enrolled. The Transition to Success (T2S)program is starting its first year with six students, ages 18-21.
ZED has received approval from MDE to purchase a van with federal special education funds. The van will be used during the school day to transport the T2S students and the students in the Futures/CHOICE/Connections/Circle programs to work experience sites and other community sites as part of their IEP goals and objectives.
The ZED Area Learning Center is also starting the new school year with high enrollment with fifty-five students. Efforts are underway by the principal and staff to increase awareness for ZED’s middle level program, RESULTS, for at-risk students. Enrollment in that program is lower than in previous years.
ZED activities for Gifted and Talented students will begin this fall with the Creative Writing Contest. The topic is “The Limit” and the contest is open to students in grades 5-12. The ZED Choral Festival will be at Pine Island High School on October 30, 2009 at 7:00 p.m.
Gail Hester arrived during the Director’s Report.
Carol Anhalt updated the Board on the remaining work to be completed at the ZED South Campus building. The multi-purpose floor and final details in the kitchens are left to be completed in the near future. ZED staff is also working on signage for the front of the building.
Motion by Bartel, seconded by Root to approve the billing of estimated special education costs to ZED member districts on a quarterly basis as presented. Voting for: Bartel, Ingvalson, Root, Hester, and Oelkers. Voting against: none.
